Good Morning this is a NCDOT road the city doesn't maintain this area. Here is a link you can use to contact the NCDOT.
The problem that was reported is in an NCDOT right of way, as such the City does not have the authority to make corrective actions. NCDOT issues can be reported here, https://www.ncdot.gov/contact/Pages/default.aspx
