Call the police, over and over if necessary. If they don't act, file an official complaint of dereliction of duty. That should get their attention.

Or if your attorney agrees, consider making a recording of the barking dog at the same time you phone the police on a speakerphone. Tell them: 1) that you have called the police repeatedly with no response, 2) you need action now, and 3) your attorney has recommended that you record this call, which you are doing now. That too will get their attention.
