I am a home health care worker on my way to see a client I notice an old man with a horse at the intersection of Old Matthews and Buena Vista he has a horse drawn cart and the horse is visibly starving. My client says he lives around there somewhere and comes up when people mow grass to get the clippings for the horse. I don't know who to call, but by time I got back to the corner he was gone. Can someone help this please!
