The city needs a little more information on this issue. Can you describe if the pipes are actually in the street or are they in the ROW.

The pipes were added to facilitate drainage under the new raised crosswalks. Several places....the pipes are too long, they are not level and the plastic is being broken up with sharp ends protruding.
