No, that solid red is a red light. I have seen people pulled over for turning when it is red (and rightly so!). The lights are timed so everyone takes turns - turning and going straight. You can only turn left on a red light that is in a Michigan left if turning onto a one way street (or there is a median and you are basically making a U-turn) - this is an intersection with a red light and no median on the corner between traffic. If the red left light was blinking it would mean you could turn left, but it is solid.
