Description

The city code does not allow 4 dogs on one property. These dogs are left outside most of the time barking and are not cared for. Matted and dirty and aggressive dogs that can be heard for blocks away. They have been reported before but nothing seems to get done about it. Very difficult for the neighborhood to deal with.
