The advance signal for turning south, toward Costco, when coming from the west is very hit and miss. Often it missed a whole cycle and the traffic backs up sometimes as far as the intersection to Home Depot.
This did not start happening when the repaved it has been going on for a long time.
Makes more sense to me that during the high traffic times this advance should be set to just on and not triggered.

You are correct, this intersection does fall under the Provincial Juridiction.
However, the left turn direction you are referring to is the westbound movement (coming from the east). This signal is a "hit and miss" as the lights are under a loop detection cycle; with the pavement markings not at the intersection is is hard for motorist to decipher where to stop so that they will trigger the advance left turn light.
The situation will be looked into further to mitgate the issue.
