The garbage associated with the encampment at Harrison and Grand continues to grow. If the City is unable/unwilling to provide the individuals who clearly are in need of mental health services (people routinely ranting, bare-assed with pants at their knees) -- at least routinely scoop up the garbage that accumulates.
