i have brought this issue up in the past twice, humphrey st is THICKLY SETTLED and to not have a posted speed limit of 30 as well as a "slow children" sign something is bound to happen and i rather not wait and see it, could some one PLEASE post a SPEED LIMIT SIGN!!! its bee 2 years over this issue and i have been given the run around on who's responsible on doing this honestly i dont care who is supposed to do it i just care that it GETS DONE so lets get to it!

Slow Children signs are no longer installed as they have no effect on traffic. The blend into the background and drivers don't notice them or disregard them as most of the time children are not present, and they are not regulatory signs that can be enforced.
I will ask the Lowell Police to deploy the speed radar trailer on Humphrey Street when it becomes available.
One of the best ways to make traffic slow down is to make the street feel narrower. This can most easily be accomplished by parking cars along the sides of the road.

Thank you very much for your comments on this topic. I do not know Humphrey St, but It seems to me that if more people parked in the street instead of on the sidewalks that cars would be forced to slow down. I understand that people fear that their mirrors will be broken or other damage will be done to their cars, but pedestrians would be much safer if they can walk on the sidewalks and the cars are slowed down.

in conclusion of this concern a speed study during 7am-8pm mon thru friday isnt sufficient enough and other measures need to be taken to solve this. If i find this report set to "issue resolved" with no actual action taken i will find other means.

i have asked numerous times to place ANY posted speed limit and i have been told "it wont help" this is by a city official mind you; with the idea of a "speed trap" the excessive speed IS NOT just ONE WAY it is both ways which means there would have to be TWO speed traps facing opposite directions, otherwise only half of the traffic will be logged for their speed.
