A number of See Click Fix issues have been lost in the system and are just now being recovered. Our apologies for the long time it took for us to respond to this post!
This was a case where the recycling crew emptied the bin and left it for the trash crew to pick up later. We've fixed this problem and the crews have been directed not to do this any more.
