Funny - just before this was reported, I reported one of the lights mentioned here as being stuck favoring the ramp traffic. You closed my complaint as belonging to CalTrans yet this one gets assigned to traffic engineering. If one light belongs to CalTrans and the other to corona, how can you possibly time them? Furthermore, the timing problems are a result of the ramp signal defaulting to cross traffic. Fix that one and you will have fixed them both.

Public Works, Traffic Engineering has completed their review of the coordination of the traffic signals along Lincoln at D Street and at the Eastbound Ramp during the morning, mid-day and evening peak hours. Some adjustments were made however continued monitoring of this location will occur. Please feel free to contact Traffic Engineering directly for this or any other Traffic issues at 951-736-2266.

The Caltrans and Corona signals are synchronized with each other during the peaks times mentioned above. During these peak hours the amount of time given to each direction is limited based of peak traffic volumes in each direction. The issue reported about the Caltrans signal being "stuck" has a limited effect during coordination for this reason. It is during non-peak hours such as in the middle of the night when the stuck Caltrans signal can cause the most delay. Traffic Engineering has made contact with their counterparts in Caltrans and asked that the Caltrans signal be repaired. The request has been acknowledged by Caltrans.
