Description

Traffic on M59 EB at I94 is controlled by signals that allow for I94 WB traffic to exit and head East on M59. However, that traffic doesn't combine with the ramp traffic from M59 EB onto I94 WB. So why can't this traffic flow be always allowed, with an always-on green right-turn arrow over the lane to the ramp.
I expect it would help ease congestion there because vehicles are stopping to allow for cross-traffic that never happens.
