Please let me know to whom I should direct this request.

The back of my house faces the east side of heritage road, between telegraph canyon and east palomar. Each day, at about 4:45 p.m., the irrigation comes on on the hillside just below my yard. This wouldn't be an issue, except for the use of reclaimed water, which blows directly back into my house during prime outdoor hours. The irrigation used to come on during the night, when there is less wind and less chance of blowing reclaimed water onto my kids, pet, and barbecue.

Is there any way to change the irrigation times? Thank you very much for your assistance.
