I've had to deal with mosquito farms before. Here's a few DIY suggestions:
There is a mosquito larvicide that comes in granules. Check at Lowe's or Home Depot. Just chuck it into the pool. Many cities and townships have discontinued doing this due to budget cutbacks, so you will probably have to buy it yourself.
1 cup of bleach will kill mosquito larva as well as mold and stuff.
Pur about two pints of vegetable oil into the pool. It will choke off oxygen and kill mosquito larva coming up for air. It will also deter mosquitoes from laying eggs. Mineral oil or kerosene also work well for this.
