Age old repetitive flooding problem repetitively reported and never ever fixed. I-96E side drive at Spokane always floods and backs up down Spokane Street after heavy rains.It negatively affects our traffic pattern, our basements flood, our building foundations, our gardens, and our quality of life. We keep the drain grates cleared, but it doesn't matter. We report the flooding, but you never actually fix it. Again and again, you send vacu-trucks as ineffective solutions. Even your respondents & your hired contractors admit that it cannot be fixed until you dig it up....They say its costly and the "fix-it ball" bounces like a hot potato between the city and the county. So, while you "bounce the ball," we-the people- are getting screwed. We've been reporting it for years, so what are you waiting on? If you cannot fix it, fess up and tell us. If you don't know how to fix it, then we need training or personnel changes. If you don't want to fix it,
then we need to promote the necessary changes in city hall. We are sick of make-believe repair.
