*Update* Siemens, our streetlight vendor, advised us the light was repaired and working this past Saturday (6/21) as they did when we sent them the request back in April. This morning (6/24) we confirmed with a resident on Bobolink that the light is still not working. We’ve contacted Siemens and advised them to return, yet again, to the streetlight.
We also inquired as to why Siemens has been advising us the light was repaired when it was in fact still not working. Here is the response we received:

I apologize for the confusion. The reason for the assumption it was originally fixed was because of the severe voltage fluctuation on coming from the secondary power. It worked when we left the site, but may have become inoperable shortly after leaving.
At our follow-up trip, the voltage fluctuation become apparent and it was immediately called into CL&P as an underground power issue. I will try to get an answer on a fix from CL&P, but I rarely get a definitive answer on Streetlight power fixes.

This explanation is a crock. This light HAS NOT worked for over FOUR MONTHS! Neither have the other THREE lights in the neighborhood. The other night I counted a total of 10 streetlights out in a mile and a half distance.
Just received word from our streetlight vendor that a comprehensive streetlight check of Bobolink will be conducted this Wednesday evening / early Thursday morning. We will provide an update soon after.
Our electrician, Greg, drove both Bobolink, Sandpiper, and several surrounding streets. The only outage on Bobolink was the one reported by resident, which was reported to CL&P. Greg went ahead and changed out several other lamps that were working, but seamed dim. Greg also drove sandpiper and found only one street actual outages and made the repair. He also went ahead and changed several questionable lamps as well.
It appears the streetlight in question in front of 11 Bobolink (Pole 22940) was visited by CL&P and some wire changes had been made, but the voltage still remains at 24-25 volts. I called CL&P again and created another ticket.

I apologize for not getting back to you sooner. CL&P advised when I called that the power was restored and believes the fixture is bad. I have scheduled to have the fixture replaced ASAP. Now that CL&P has completed their work the replacement fixture will take care of this.
I will let you know shortly what date we will be on site.
