The Tower Hill retention area was improperly constructed by only building a slight berm instead of actually constructing by excavation and dirt removal a pond with capacity to hold runoff of significant quantity. The current capacity does not hold water from rainfall of 5 inches over a 12 hour period. All excess water is dumped on lots/houses below in Sunningdale. The main breach is in the southwest corner of the pond wherein water runs at great velocity under the cinderblock wall at the west end and through 3 properties then to the street at SW 1st Place. The breach corner is shown in this photo.

Alachua County's storm water engineer has provided the following response:
The pond is currently wet and nothing can be done. On-site assessment will be carried out when the pond is relatively dry. If the berm is low as alleged, we will still need a topo shot of the existing to come up with an engineered solution. On the other hand, cleaning the pond if required might be an option that we might also consider. None of the options is feasible at this time.

The pond that i am discussing is the Tower Hill retention area directly in and at the base of the Tower Hill office complex. There is no water in it as it percolates ok. THIS-TOWER HILL RETENTION AREA NEEDS TO BE REWORKED AS DESCRIBED. There is generally no standing water in this 3 acres area.
The Sunningdale retention area- appr 1 acre- is always full of water unless it’s pumped out, cleaning the clay, silt and organic off the bottom might make it percolate better.
