Traffic Engineering staff investigated this request to provide a permissive left-turn green light for traffic on Kempsville Road turning left onto Monument Drive. It is the City's policy to only allow permissive left-turn on green lights on two and four-lane roadways. This section of Kempsville Road is a six-lane divided roadway, and the City provides protected green arrow signals on these roadways to prevent left-turn accidents. This policy is based on accident studies at major intersections with six and eight through lanes. This prevents left-turn crashes when turning left on permissive green lights and crossing three or four travel lanes while the opposing traffic has the right of way. At this time, no modifications are recommended at this intersection.
