Per Sec. 91.10.12 - Dogs not to be permitted at large. This neighbor has a german shepherd that scapes his property and its outside in the street either bringing trash to my yard or barking at people when they are walking. This is a clear violation of the city ordinance regarding dogs at large. The city needs to either fine neighbor, give them a warning or for animal control to pick up the dogs. This street has a big issue regarding dogs at large. There is also other dogs around the street.
