    Dumpster behind building in alley is not kept in or surrounded by a proper screening per city code. The trash is constantly placed on the ground around dumpster that is ravaged through and not picked up on a daily basis also violating city code. Trash constantly blows onto neighboring properties.

    If someone would address this it would be appreciated. Pretty sure these codes below are in violation.

    Sec. 34-302. - Commercial property owner responsible for supervision of receptacles.
    The owner of a commercial operation and/or the owner of the property on which a commercial operation is located shall maintain constant supervision and surveillance over the garbage, trash and refuse receptacles servicing the commercial operation and the area surrounding the receptacles and shall sanitize the receptacles at least weekly and not allow any garbage, trash or refuse to collect outside the receptacles.     Sec. 34-303. - Receptacles to be placed after effective date of ordinance.
    The owner of a commercial operation and/or the owner of the property on which a commercial operation is to be located after the effective date of the ordinance from which this division is derived shall provide a level all-weather surface or pad on which all garbage, trash and refuse receptacles servicing the commercial operation shall be placed. A level pad and screening from public view shall always be required. The term "pad" as used herein means an all-weather surface designed to withstand 10,000-pound single wheel loads. The pad and access shall be of sufficient size to allow placement of a receptacle or receptacles, construction of screening, and allow access from the owner's or operator's driveway or parking lot to a private hauler. Access shall not be directly to a public street or alley. (Ord. No. 2003-16, § 2, 11-11-2003)

    Sec. 34-304. - Fence required.
    A fence no less than six feet tall but at least 12 inches taller than the tallest dumpster inside through which no light may pass shall surround such area. Such fence shall be sight obscuring with a gate with a latch, to secure the doors when closed, to allow the placement of garbage, trash and refuse in said receptacles as well as access for a private hauler. Such gates shall be closed and latched at all times except when opened to provide access to the receptacles. Gates may be left open during regular business hours on each regularly scheduled collection day.

    Alley behind building full of ripped open garbage bags, beds, etc. Has been like this for months. Commercial dumpster is also not kept behind enclosed fence per city code. Fence missing boards that surrounds dumpster.
