Turning left from Giddings onto Eastbound Brown. The buried road sensor fails half the time and causes cars to wait another whole light cycle. Fix the sensitivity to detect the waiting cars!!!!

Why does the left turn arrow ground loop not detect a car until one sits on the loops for over 6 seconds? The left turn light only lets 3 cars through so why the long delay before detecting a car??
And even sometimes when sitting longer than 6 seconds, it does not change to a green arrow.
If I'm there for 2 seconds, I'm there waiting to get a green arrow. Why not gove me a green arrow?
Is this old technology???
So I turn left on red anyway to avoid waiting an entire light cycle. - or go into the Fedex driveway, do a u-turn then proceed straight through at the next light for that driveway.
One other point, it NEVER detects my cycle to gove me a green arrow.
