We, too, moved to the area from East Rock in March. On Earth Day, I picked up 7 garbage bags of trash. Only to see it reappear immediately. I have talked with parks personnel who clean the park. They seem to think it's hopeless. I'd like to see some teeth put into current laws such as no vehicle on the property!

Sorry: The "other" category is not well monitored so just seeing this as we clean things up reviewing concerns on the map feature. I do not recall seeing an email on this subject.
We do not permit large scale gatherings at Scantlebury Park without a parking plan that is reviewed by myself, and when questions arise the Alder. During the summer months we have a retired officer on part time for permit enforcement who can help to enforce park rules, if there is a specific time of day please let us know so we can work it into the schedule. PD is ultimately responsible, but permit and parking issues fall behind numerous other calls for service so they often can not be addressed quickly. We have new signage going in that will help to block vehicular entrance at one corner. There is the possibility of creating small scale parking on site to help reduce illegal parking but we are trying to think through how to enforce short term parking so that the spaces are not abused by those looking to avoid paying for parking other places.

The reason Jeannette Morrison doesn't respond to email, I discovered, is that she "doesn't get" email sent to her via her city address. Seems to think it's a non-problem. I contacted her by phone for another issue.
The park needs LIGHTS at night to discourage the crappy people who dump their crap all over the place AND a police presence from, say, 9 to midnight.
Get rid of the signage that does nothing such as the one halfway into the park that says "No parking." Yeah, by then, well ...
Take a page from East Rock Park and paint the receptacles colorfully, put up signs that encourage people instead of just saying No. Ask them to help the city. It can't hurt. And add lights, lights and more lights.

Please note, lights actually change the rules in the park and would allow patrons there until 10pm. Many people think that lights discourage negative behaviors but in order to achieve that level of deterrence it would create light pollution for everyone in the neighborhood.
Happy to help facilitate a community painting project, all of our painted barrels have been adopted by a school or neighborhood group.
We do have to have signs that say NO in order for the courts to uphold any citations issued for the rule being enforced. We can put up additional signs too, but too many signs start to detract from the natural beauty.
