Description

A gentleman arrives here most mornings at 11:30 to feed the pigeons and other birds. He leaves a significant amount of food for them, sometimes a full loaf of bread. I understand that this is unhealthy for the birds and, even worse, prevents the natural migration cycle. Are there any regulations prohibiting this? If so, could you please enforce them?
