The container belongs to Pack-Rat, LLC (1-800-Pack-Rat, LLC). It is apparently being rented by a woman who has apparently already moved out of the house it is in front of. I ran into someone servicing the container because the lock had been tampered with. He seemed surprised it had been there that long, but said no street permits are needed in Oakland. He said that usually the containers are only in place for a brief period before being moved.
This has been an eyesore and a driving hazard for too many months.
