Description

There is a terrible smell coming from the basement of this property. There are dead rats and rat droppings. The owner of the house does not live at the property, although he is collecting homestead; he is renting the property. The building needs to be brought up to code. The roof is damaged, the windows are boarded up, and the basement entrance is a public hazard.
