I also watch this report bc I live in this area and am wondering why this continues to be a problem for the city. Surely CS has the means to enforce commercial compliance.
Maybe the apt complex needs to move their bulk pile pickup location or the city requires them to build an enclosure to contain the contents, like the fast food restaurants have.
It really is frustrating that someone has to report this weekly to get the city to start action.

Apartment complex has made arrangements with Sanitation for bulk pickup. The code officer for the area will continue to monitor.
