Description
This is a very dangerous intersection (Lienau Place and Reservoir Avenue), despite lots of foot traffic and close proximity to a popular park. Cars fly through the intersection and visibility is limited by vehicles often parking in the crosswalk. There needs to be a stop sign installed here before someone gets hurt. I also suggest another speed hump to help combat the frequent speeding. This is a local residential street and appears to now be favored by aggressive through traffic.

Also the no parking signs won’t work unless parking comes to enforce and they do not. People park in the crosswalk all the time and never have a ticket. A stop sign is the best solution

We're all dying to hear the answer to this. We just keep hearing it can't be done according to state law, but not what the law is.
Is the restriction on speed humps based on the higher number of cars that drive down the street? That would be funny, since the fact that so many cars use it as a through street is exactly why we need the speed humps in the first place!
2. a. Pursuant to the provisions of section 3 of P.L.2004, c.107 (C.39:4-8.11), a municipality or county may . . . construct a speed hump on two-lane residential streets and on one-way residential streets under municipal or county jurisdiction with a posted speed of 30 mph or less and which have fewer than 3,000 vehicles per day.

What about the request for a speed bump?
Is the only way to get a stop sign through an accident analysis? Seems counterintuitive that there needs to be accidents to get a measure to prevent accidents. Residents are raising a concern, suggesting a preventative measure to alleviate said concern and the response is to only proceed if it can be reclassified as a proactive measure?

According to NJ DOT, there is no maximum number of speed bumps allowed:

Unless you can point to a State Statute that states this then it appears there either is none or it's be incorrectly followed. Also, Booraem Ave (the next block over) has a minimum of 4 speed humps running the same span (Central to Palisade) as Reservoir Ave. I'm sure I can find more blocks that also have more than 2 if you would like. Currently, there are humps at 28 Reservoir & 64 Reservoir. Why is it so hard to get one located at 88 Reservoir?

This is what I was getting at above. Is the number of speed humps limited because it's a high traffic through street for cars moving from Central to Webster? And therefore the cars can't be slowed down? But it's also a high pedestrian traffic area...so what, we need to have a lot of accidents there first in order to get traffic calming?
Booraem is not a high traffic street, so it's okay to have a lot of speed humps? (I've requested crosswalks on Booraem and Ferry in another post, for the record.)
I'm just guessing here since it's hard to get definitive answers in this comments discussion. But that seems to be what is being said.

This isn't a no, but a different project. We are still waiting for our order of delineators to come in. It has been over 6 months. Supply chains are still a problem.
PSE&G is like a private developer. They rip up the streets and they must return them to their original condition. We can not force them to do more than that by law. If we were redoing the roads, that would be a whole different story.
