The sign is so far back from the turn lane no one notices and every day traffic backs up for people leaving the mall. Can the sign be re-located to the island where the traffic light is so drivers face it head on? There is a dedicated lane to receive the merging vehicles, so there is no reason to stop - be cautious, yes, but pick up speed and merge.
