There is constant water running from the street. The amount has augmented significantly in the last week

Must be a broken pipe somewhere as the water is flowing and it hasn't rained in a couple days. Probably about 5 gallons per minute.

Water is bubbling up through the asphalt. The same problem occurred several months ago in the same location. It seemed to be fixed. Now it is back. A good flow of city water is going into the sewer.
