    I'm in the process of registration for D.C. plates, having recently moved from CA. I've gotten my drivers license. I've had my car inspected on 3/22/17 (inspection report 60294856). The DC & CA DMVs have had issues transferring my title from CA to DC. I'm working with both, but I can't force CA DMV to work faster. I'm paying taxes in DC but I can't force CA DMV to work faster. They told me the title will come by 4/11 but I am doing everything I can. In the meantime I've gotten a visitor parking permit. I'm not avoiding any possible solution but I shouldn't be fined for paperwork.
