    What is the process in order to change the bylaws to make all homeowners responsible for clearing sidewalks after a storm?

    The sidewalks on the corner of Elm and Waverly are not cleared. Kids walking from school are forced to walk on the opposite side of Waverly up Elm st. Once they need to cross the street onto Waverly, they are forced to fight the traffic. My 6th grader waited a good 3 minutes the other day before anyone would stop to let her cross. Once on Waverly, the first couple of houses sidewalks are not clear so they must walk in the street. It is very dangerous.
