Most notable is the hill that faces Church Street, the area outside the cafeteria, and the rear parking lot. In general it seems that any area on the grounds of IEY where the grass must be cut with a weed trimmer has not been maintained for many months. See photos attached to this report.

  • 43 Church St New Rochelle, NY - New Rochelle
Some of the halogen lights located on the upper deck of the Church/Division parking stay illuminated all the time, even in bright daylight. Leaving the lights on during the day seems to counteract the energy savings from the new LED lights that the City of New Rochelle recently installed on the lower decks of the garage. Perhaps daylight sensors can be used to turn off the light fixtures on the upper deck when there's sufficient natural light. The photograph attached to this issue shows the lights on during mid-day in bright sunlight. Additional light fixtures on the upper deck do not work at all due to the effects of vandalism and deterioration.

  • 41 Clinton Place New Rochelle, New York - New Rochelle
There is a broken guardrail under the Church/Division Parking Garage near the north-west corner of the Clinton Place/Church Street intersection. The area is also covered with years worth of pigeon droppings. Perhaps a pedestrian opening can be made in this area when the guard rail is fixed (many people step over this guardrail to get back and forth to their cars from Church Street). The City of New Rochelle will make this part of Church Street 2-way on 10/2/2013 in an effort to make it easier to get to the garage from Main Street. Now is a good time to fix up this garage so that people will want to use it. How about a paint job for the garage too?
