Heading East on I-40, BEFORE Tramway is a Rodeway Motel sign with graffiti on it.

Every morning and afternoon there are 3 crossing guards to cover 1 crosswalk in front of Lowell Elementary School. This is a side street and has minimal traffic. It is a waste of money to have 3 guards to cover one crosswalk; 1 guard would be sufficient.

I reported this a week ago and no improvement. The area is overrun with vagrants and panhandlers on every corner and in the shopping center parking lots. It is unsafe to shop at the shopping centers due to the unsafe conditions. This situation needs to be addressed and remedied.

The area is under siege with homeless people and pan handlers. They are in groups, camped out, pan handling at each and every intersection going every direction until late at night. They are approaching and harassing people shopping at the different shopping centers, gas stations... They are stealing form the stores and leaving debris all around I have not seen police intervention at all and the problem is continually growing. This situation can no longer be ignored.

There is graffiti all along the walking trail from Encantado north to at least Lomas. It is on the blacktop, concrete arroyo, benches, pipe fencing. I imagine it continues north of Lomas, too.
