A woman, a bike and a mission...

This is a painted tag on a concrete base of some kind just to the west of the apartment buildings located here. It is about 25 feet south of E.Lester street. So it is behind the apartments like the other 3 tags I reported there only further west and not next to or on the building itself. Sounds more complicated to write than it is to see. The photo should help.
