    Property appears vacant but people have been seen coming in and out as door does not appear to be secure. There is a rotting tree on the property and a car parked in driveway with no tags. Grass is maintained but no signs of life other than occasional people leaving building from back. Windows without screens are left open always. Individual was mowing the property today and claimed he was the owner when asked but then disclaimer ownership and said someone else living there. Neighbor also confirmed that property is vacant.

    The gutter in the street on the west side of the 4400 block of Illinois avenue NW (closest cross street is Allison Street NW) is clogged and not working. There is constantly standing water that is not draining.
