The flashing yellow arrow indicates that drivers may turn left after yielding to oncoming traffic. It cannot be set to come on before the green light because the cross traffic on Mount Vernon Road is still transitioning from green to yellow to red at that point. In other words a driver could see the flashing yellow and begin a left turn in front of Mount Vernon traffic which is still clearing the intersection.
