    After beautiful new sidewalk, the crew put in so-called "topsoil" around my flowers on both sides of the walk so I could repair the plantings. Yesterday, I went out to fix the area and the "top soil" is so hard I couldn't pierce it with my hoe or my claw. I'm 75 yrs old and I don't know how I can handle this mess here. How could they leave me with this terrible soil? It's like concrete.

    sidewalk very broken up...have reported it several times in past years without results. Today I noticed some markings on the next door sidewalk. Is it scheduled to be repaired? If so, why not mine also? We are elderly and worry about tripping.
