    Eastbound Franklin, left turn arrow to turn onto Cedar is NOT timed correctly. This turn arrow is extremely short, only lets 2-3 cars through, assuming the intersection isn't blocked with traffic from northbound Cedar. Traffic is routinely backed up to the 17th Ave light, oftentimes to Bloomington light during rush hour. A large % of cars are turning left at this intersection to get to I94, so makes no sense that it is so short. The traffic back up is encouraging other cars to drive around it in the bike lane--thus creating an unofficial lane. Dangerous mess.
