Cars parked on penn ave in the intersection of cedar la. When you stop at the stop sign on penn the parked cars are right in front of you. You have to go into opposing traffic to get around them. The cars trying to make a left from cedar onto penn also have to be in opposing traffic to clear these parked cars.
