Code violation, use of razor wire in view if public right of way

I'm not exactly sure who is responsible for this wall but it is shared by C Trans, J&B towing, and a&b auto. this wall faces San Leandro street and the train and Bart tracks and that graffiti is very unsightly.

this property is currently for lease. Contact sutherland at 5108930772 tom fischer according to the sign. I would like to see this on a clean up the property, or at least the property management company thank you.
