Do they have a permit? Quality of life issue, people with children were jaywalking to cross the street to avoid them. Can be frightening.

Main St And Pearl Street Hartford, CT - DowntownPedestrians unable to cross streets due to lack of plowing to the curb/no walkways shoveled in crosswalks. Buses are dropping people off in the street and people are CLIMBING OVER SNOWBANKS to get to sidewalk and again to cross the street. As usual DPW fails to carry out routine duties.
