    According to the USAgain website, they currently have 7 clothing collection bins within Oakland's City limits. Most likely, all 7 are in violation of the City Ordinance governing their placement and operation. That's certainly the case with the one at Edna Brewer Middle School in a zone where bins are not permitted. It also appears to be the case with the two bins on High Street in East Oakland. For the public record, I'm sorry to say that the Code Enforcement Department is failing to follow through on complaints. A case in point is a complaint I filed in February about two bins in the Chevron station in Adams Point. In July, I spoke to the head of the department but the bins are still there and most likely the requisite fines are not being enforced.

    In 2012, in preparation for transplanting a Queen Palm to Splash Pad Park, a backhoe caught the edge of an irrigation main line that runs from one side of the plaza to the grass embankment on the other side. Despite the fact that it was obviously gushing water underground, the hole was filled without repairs being made. Within three years, a section of the Ipe decking above what is most likely the break had begun to rot out. In addition, the adjacent Names in Lights panel appears to be subsiding as are the pavers downslope from the break. The bare patches in turf are also likely due to a major drop in pressure. I can provide copies of the original irrigation plans and also a first-hand account of what happened back in 2012.

    The irrigation system in the pedestrian plaza at the corner of Lake Park and Lakeshore which was installed in 2003 as part of the Splash Pad project hasn't been working for the past couple of years. The adjacent landscaped street median nearby has had the same problem but the irrigation can be turned on manually which would indicate a problem with the "messaging" from the control panel behind the Splash Pad fountain that may stem from the installation of the electric vehicle charging transformer adjacent to a fern bed that has since been removed. The pedestrian plaza has an additional, more recent problem due to a homeless person who has been systematically shoveling out dirt and who also broke the irrigation lines in several places. I have access to original park plans if that would be helpful.

    Unattended clothing collection bin is on the corner of 73rd Avenue and Halliday. Code Enforcement needs to check to see if the operator has obtained the required permit. If not, they need to be cited and fines imposed if not removed in the time frame specified. If permitted, it's still in violation since it's placed on dirt -- not concrete or asphalt and also in violation since it sits curbside -- not a minimum of 20 feet from a public thoroughfare. As above, Code Enforcement needs to cite them and impose the required if not moved promptly.

    The "landscaped" strip between westbound 580 and the school driveway and playground is littered with trash, broken limbs and tree stumps and also infested with weeds, rats, and ivy that's systematically destroying the trees that once screened the freeway from view and helped, to some extent, filter the noise. Please refer this to Caltrans.

    Someone has removed a metal plate atop the fountain wall in Splash Pad Park and partially removed a second plate. Water is spilling out in both locations and the pond is losing water. If it goes dry, the pump may fail. If the person doing the repairs needs replacement spanner screws, they can contact me as I have some that were purchased for repairing the adjacent Names in Lights.     These two bins are in violation of the City Ordinance that regulates unattended collection bins in that they lack a permit and are in a neighborhood where bins are prohibited. This is TexGreen's second offense in the same location.

    For starters, the complaint regarding the fountain at Splash Pad Park filed in June should have been a long time ago. Currently, however, the fountain is filled with silt and the pump isn't operating. It looks like it flooded.

    PG&E vault cover bounces up and down when stepped on and poses a tripping hazard. PG&E should be required to firmly affix and make sure it's level with the adjacent sidewalk.

    The storm drains up and down Grand Avenue between Lake Park and Mandana are clogged with leaves and trash contributing to flooding of many of the shops. Today, that included Panorama Framing, Ordinaire and Miss Saigon. One business owner advised that street sweepers used to service Grand every other day and now, they never come.

    This median used to be maintained by the gardener assigned to Splash Pad Park, the Morcom Rose Garden and the Mandana Green. Since he's so over-extended, I was delighted to learn that the Public Works now has crews assigned to maintain medians throughout the city. Unfortunately, they've yet to be seen here -- as is the case with the larger median further down Lake Park that I'm going to report separately.
