FYI, I have been having greater success using the Philly311 mobile app. It reads my location (GPS), allows me to add a photo and documents the status of the request. I have it on Android but I'm sure it exists for iPhones, too.
I have and your explanation is entirely reasonable, please forgive me for jumping to (not wholly preposterous, given how many people actually do exactly what I accused you of) conclusions without getting all the facts and congratulations to you and your wife.
I don't live terribly close to the area, but I would support it around me (7th and Tasker). Guy on the northwest corner always very nice, maybe I'll float the idea towards him, thanks for the suggestion Matt.
I hate to say "It happened to me, so I learned my lesson and haven't gone down that way since, several years now" because it doesn't solve the problem for the next person, but seeing as I can't imagine residents giving up parking there and, personally, I don't want to lose the hope that SEPTA brings the trolley back to Route 23, so ...

Looks great now, the paint over is sufficiently thick that you can't see the tag at all.
Went by within the last five days, still there.
Automated inquiry forcing my response; as of yesterday still open.
Just went by there and it's still an open ticket. I now have a photo, too.
Went by today, housing is still exposed.
Went by last week ... the housing appears to have fallen but there is still some exposure there.
