Although I have never seen anyone receive a citation for this, the curb should be marked so that motorists are aware of the hydrant's presence and how far they should park from it, and so that the fire department can easily locate the hydrant if needed in an emergency.

Dangerously short left turn arrows ArchivedWake Forest Rd & U.S. 1 Raleigh, NC 27609, USA - Falls Of NeuseLeft turn signal onto westbound 440 from northbound Wake Forest road is far too short around 7:15 am on weekdays. When the signal on south side of 440 turns green, cars coming from that signal do not have enough time to reach the left turn signal for the on-ramp before it turns red. I have seen many cars run the red arrow because of this, creating a very dangerous situation.
