the Traffic Engineer's response:

The driveway is signed "Do Not Enter" for the shopping center side meaning that drivers are not supposed to use that access to turn onto Aurora. Drivers from Aurora can still legally trun into that driveway. This is an intentional design though I'm not sure the history behind it. We will not be widening the driveway at this time as there are many other access points for drivers leaving the shopping center and doing so would be very costly and for no benenfit. If drivers on Aurora are trying to turn in and somebody is illegally trying to exit, the driver on Aurora can easily and safely wait in the exclusive right turn lane until the exiting driver clears.

145th is not under our jurisdition. The westbound lanes are under the jurisdiction of King County Department of Transportation at 206-296-8100. The eastbound lanes are under the jursidiction of Seattle Department of Transportation at http://www.seattle.gov/transportation/potholereport.htm.
