Request city do a traffic study. Many north shore vehicles use 99 south via Hwy 1/16 due to toll on Tobin bridge. Resolution: 1. change 16 oncoming ramp to roundabout to single lane. 2. Install a toll on 99 and give Everett citizens a discounted toll.
