from 21st Street & 23rd ave and going up toward fruitvale the streets are a mess. there was an update done to the sewer system and the streets for over 5 years has not been replaced. it is sinking in some areas and when it rains it is causing flooding under different houses that do not have a history of flooding. other places around Oakland that has had similar work much later did not have to wait 5 weeks for the street to be repaired why does it take 5 years for this area?
