Quoting from Richmond, VA Guidelines for Property Maintenance in the City of Richmond
    http://www.richmondgov.com/planninganddevelopmentreview/documents/PropertyMaintenanceGuidelines.pdf
Exterior property areas should be kept in a clean, safe and sanitary condition. Some of the most frequent exterior problems are improper garbage and rubbish storage, overgrowth of grass and tall weeds and the improper storage of inoperable motor vehicles.
Improper storage and accumulation of garbage and rubbish…….Accumulation of rubbish such as ashes…..discarded appliances and inoperable mechanical equipment are required to be disposed of properly.

I have written to the City concerning this propery. They have what appears to be construction vehicles parked on their property and have a refridgerator on the front porch in a zone one housing development. I also fear that the house could be in need of structural repair.
