    The rooftop of the unit is being converted to an outdoor deck. There has been extensive work going on for weeks. Beams, electrical and plumbing pipes have all been placed in dumpsters. To date, there has never been a work permit visible. In addition, the neighborhood is a historic district and the exterior work is visable from the street. This is the second time this has been reported.
