Bicycle locked to tree fence and obstructs the sidewalk such that the mail delivery carts can't pass. Bicycle was tagged with a city abandoned bicycle ticket a month ago, but green ticket is hidden by cover. Bicycle cover is full of stagnant water and garbage.
